To provide personal assistance, you need a permit from the Inspectorate for Health and Social Care (IVO).
Applying for a personal assistance permit - what is required?
When applying for a license to provide personal assistance, the prospective assistance company is examined in many different ways. All aspects of the business are investigated. Among other things, IVO looks at whether the assistance company has policies, guidelines and procedures to meet the requirements for good quality. The assistance company must also be able to demonstrate that employer responsibility is fulfilled, and that the owner, board/management and operations manager have knowledge and insight into the laws and regulations that apply to the business. The owner, board/management and manager must also have managed previous operations in a law-abiding manner and have experience or training that is suitable for the area. If the assistance company does not meet these requirements, the application for a license will be rejected.
Insight and aptitude in personal assistance
Elements that IVO looks at when a prospective assistance company applies for a license, are owners, board / management
and the insights, knowledge and suitability of the manager.
Insight is about the person running the business having knowledge and competence about the rules and regulations that apply to assistance companies. This may involve, for example, knowing the LSS legislation. Insight is also about understanding what employer responsibility means, so knowledge of labor law and work environment is required. Financial regulations are the last part that IVO looks at.
Suitability is that those who are to represent the assistance company must be honest and comply with laws and regulations. IVO examines the representatives' willingness and ability to fulfill their obligations to the public, compliance with the law in general, and that the representatives have the financial conditions to run an assistance company. The assistance company must be able to cover all its costs and cope with economic fluctuations, which means that the assistance company does not risk having to close down. In order to check suitability, IVO can obtain information from the criminal record, for example.
Does the IVO carry out supervision?
IVO also supervises the assistance companies that are licensed to provide personal assistance. This means that
they carry out inspections and check that everything is being done properly. Among other things, they can follow
and check that the owner, board/management and manager are still suitable.
